Egypt's Universal Health Insurance Journey: A Call for Effective Monitoring and Evaluation

 

On April 7, 2024, amidst the World's Health Day celebrations, the Egypt Health Authority (EHA) issued an infographic shedding light on the strides made in implementing the Universal Health Insurance System (UHIS). However, while the report provided glimpses of progress, it also unearthed longstanding deficits in Egypt's HealthCare Monitoring mechanisms.

 

Assessing the Infographic

The infographic, though commendable, lacked depth and clarity, leaving stakeholders grappling for a comprehensive understanding of the UHIS's trajectory. It highlighted absolute input-level data, failing to provide meaningful insights into the system's performance and direction.

 

Framing a Monitoring Framework

To address these shortcomings, a robust monitoring and evaluation framework for the UHIS is imperative. Adopting a health equity framework or crafting a bespoke one tailored to Egypt's context could serve as a foundation. This framework should measure outcomes, outputs, and inputs, ensuring a holistic assessment of the UHIS's efficacy.

 

Asking Pertinent Questions

Effective monitoring hinges on asking the right questions. Key inquiries may include identifying marginalized groups lagging in enrollment, assessing access to care, ensuring service quality, gauging beneficiary satisfaction, and evaluating private sector engagement.

 

Role of Monitoring Agencies

In a multi-agency governance structure, each entity has a role to play. However, disparate reporting systems may lead to fragmented insights. Thus, an overarching body is essential to collate and disseminate comprehensive UHIS progress reports, fostering transparency and accountability.

 

Standardized Reporting

Adhering to globally recognized definitions and breakdowns of health system results is paramount. Consistent reporting on coverage, access, quality, and financial protection ensures alignment with international standards, facilitating informed decision-making and cross-country comparisons.

 

Conclusion

While celebrating UHIS achievements, addressing governance gaps and enhancing data transparency are critical. Rigorous evaluation of the first phase is indispensable to rectify shortcomings and steer the UHIS towards its ultimate goal: providing universal healthcare coverage to all Egyptians by 2030.
